SUSSEX POLICE report - Ref: PR50462 / 2015

Location: A264, Horsham
Incident: Fatal collision in Horsham
Police are investigating a fatal road traffic collision the A264 dual carriageway north of Horsham at its junction with Old Holbrook.
The collision occurred at 12.58am involving a white Mercedes Benz CLA 220 car and a pedestrian.
The pedestrian, Daniel Lucas, aged 51, who lived in Old Holbrook, was pronounced dead at the scene, the car driver, a 42-year-old man from Billingshurst, was uninjured.
The A264 was closed in both directions between the Rusper Road and Great Daux roundabouts for several hours whilst investigation and recovery work took place. It re-opened at 10.55am.

MISSING - David Whittaker
ISSUED ON BEHALF OF HAMPSHIRE POLICE
Hampshire Police has issued an appeal to find a vulnerable man who went missing from the Gosport area on Thursday 29 October.
David Whittaker, 34, is described as white, of medium build with wavy, ear length brown hair and green eyes. He was last seen wearing blue jeans, a green jacket, a check shirt, red shoes and carrying a purple handbag. David is known to have connections in Sussex, Surrey, London, Kent and Cornwall and Police are asking for him to make contact to let them know his location and that he's safe.
Please be aware that he is likely to be in a vulnerable condition that can make his behaviour unpredictable.
Anyone with information about his whereabouts and welfare is asked to contact police on 101.

Man appears in court following Fittleworth shooting
A man appeared before Crawley magistrates following a shooting in Fairmead Close, Fittleworth on Saturday evening 31 October.
A 61-year-old man from the village was shot in the leg and remains in hospital. His injuries are not life-threatening.
Brian Acott, 70, of Fairmead Close, Fittleworth was charged with wounding with intent, possessing a firearm when prohibited for life and possessing a prohibited weapon.
He has been remanded in custody to appear before Chichester Crown Court on 23 November.

A 17-year-old boy has gone missing from Polegate.
Ben Hunnisett was last seen around 11.30am on Wednesday, 21 October.
He is white, 5' 11", slim, with short dark brown hair, blue eyes and a 'swarthy' complexion. He has contacts in Polegate and in Hastings.

MISSING - Allan Amanyire-Buherezo
Police are concerned about the welfare of missing 13-year-old Allan Amanyire-Buherezo from Bognor Regis.
Allan was last seen leaving his address in Orchard Way on Sunday 1 November, at around 2.30pm to go for a bike ride.
He is described as black, 5' 2" and of slim build with short black hair. He was last seen wearing a grey hoodie and blue/grey tracksuit bottoms. Allan would have been wearing red helmet and riding a silver mountain bike
Detective Sergeant Katherine Witt said: "We are concerned about Allan because of his age and this is out of character for him to miss school. Please contact us if you have any information which can help us find him and make sure he is ok."

MISSING - Andreas Protopapa
Police are concerned for the welfare of missing Andreas Protopapa from Brighton.
Andreas, 44, was last seen on Wednesday, October 21, boarding a bus on Eastern Road outside the hospital at 3.53am. He got off the bus at Goldstone Villas, near to Hove Station, at 4.08am.
He is white, 6' 2", of large build with short black hair and a brown beard. He was last seen dressed all in black with a brown/grey coat. Missing persons co-ordinator PC Rebecca King said: "We are concerned about Andreas because he suffers with mental health issues and has never been missing before. Please contact us if you have any information which can help us find him and make sure he is ok."

Coach and van in collision, Station Road, Pulborough
At 7.36am emergency services were called to the A283 Station Road, Pulborough, near its junction with the A29 London Road at Swan Corner, where a coach and a van had been in collision. Two people were reported to be trapped with potentially serious injuries.
The junction is currently closed to traffic, causing long delays in the area and motorists are advised to seek alternative routes.

Coach and van crash, Pulborough
The coach driver's injuries include a broken arm.
The van involved was a white Ford Transit. Its driver and a passenger were trapped. Both were being freed by West Sussex Fire and Rescue Service personnel to be taken by ambulance to the Royal Sussex County Hospital, Brighton. Both have serious injuries.
The crash occurred on the bridge over the River Arun near two mini-roundabouts at the junction of the A29 London Road and the A283 Station Road. Roads in the area have been closed and diversions set up.

Couple rescued from flat fire in Lancing
A couple were rescued by firefighters yesterday after a fire broke out in the living room of their second floor flat in Lancing.
West Sussex Fire & Rescue Service was called to the three-storey block of flats on Brighton Road just before 2pm after the occupant of a neighbouring flat heard the smoke alarm activating and raised the alarm.
A fire crew from Shoreham attended within 7 minutes of the 999 call and was followed swiftly by a fire crew from Worthing a minute later.
The first firefighters at the scene entered the smoke-logged flat after finding an unconscious lady in the opened doorway of the property. She was immediately carried down the stairs and out to fresh air and was given oxygen therapy by the crew. The woman's husband, who returned to the flat shortly before the arrival of the crew, had managed to move his wife out of the living room but sustained minor burns to his hands trying to extinguish the fire. He was subsequently assisted from the property by firefighters and taken to hospital. The woman received treatment for mild smoke inhalation from South East Coast Ambulance at the scene but did not go to hospital.
The fire, which is believed to have started accidentally from smoking materials, was contained to the living room and extinguished quickly by firefighters using a hose reel.
Mark Ross, Watch Commander of the first crew to arrive at the scene, said: "Fortunately, the occupiers escaped serious injury, thanks to the presence of a smoke detector and also to the brave actions the man took before we arrived."

Incident: Motorcycle and car collision in Chichester
A motorcyclist suffered minor injuries in a collision at St Pauls Road, B2178, Chichester, outside the One Stop conveyance store.
The crash, just before 9am, involved a dark Yamaha Diversion motorcycle ridden by a 37-year-old man from Chichester and a silver BMW X5 driven by a 41-year-old male from Chichester.

WANTED - Robert Fitzgerald
Police are looking for 29-year old Robert Fitzgerald, who absconded from HMP Ford in West Sussex on Sunday 8 November. He failed to appear at roll call at midday and is therefore considered unlawfully at large.
He is serving a sentence of seven years and four months in prison for supplying Class A drugs, imposed at Plymouth Crown Court in September 2014.
PC Lewis Dines from Chichester Investigations said "We do not believe that Fitzgerald poses any direct physical risk to members of the public, but we would like anyone who sees him to not approach him, but to call 999 immediately. He is local to the Plymouth area and also has connections in the Hackney, Finsbury, Dalston and Clapton areas of North and East London, where we believe he may have headed to. It is not thought he has any associates in Sussex"
Fitzgerald is described as white, 5'11", of medium build, with medium brown hair and a pale complexion. He has a tattoo of a cross on his right arm.

SUSSEX POLICE report - Ref: PR50497 / 2015
WANTED - Ryan Higson
Police in Crawley are searching for 27-year old Ryan Higson, who is wanted for failing to appear at court on 30 September to answer a charge of theft from a shop in Southgate, Crawley, and for breaching a court order for Community Service.
He is also sought for interview over a series of 11 shoplifting offences in the Crawley area over the past two months.
Higson, who is about 6' tall, of slim build, with light brown hair, had been living at addresses in the Bewbush area of the town and is believed still to be in Crawley or north Sussex.

Police officer in court on misconduct and data charges
Luke Smith, 33, a Sussex police constable will appear before Brighton magistrates on Thursday 12 November, charged with misconduct in public office and knowingly or recklessly obtaining, disclosing or procuring the disclosure of personal information without the consent of the data controller. He was arrested in March by detectives from Sussex Police Professional Standards Department investigating allegations made against him by a female member of the public.

Incident: Suspicious flat fire in Bognor
Police are appealing for witnesses to a fire which broke out in a flat in Aldwick Road, Bognor, around 2am.
A man in the flat jumped out of a window into the street below and was taken to St Richard's Hospital, Chichester, with an ankle injury and smoke inhalation. Another man also escaped from his neighbouring flat.
The blaze was put out. A 15-year-old Bognor boy has been arrested on suspicion of arson with intent to endanger life and is currently in custody. Anyone who saw anything suspicious is asked to call 101 quoting serial 0080 of 11/11. or email sussex.pnn.police.uk

Incident: Man in hospital after Crawley assault
A man is recovering in hospital after sustaining a serious head injury when he was assaulted in Crawley.
Paramedics and police were called to the scene in Broadfield Barton at 1.27pm where the 56-year-old local man was reported to be laying unconscious with a head wound bleeding heavily. He was taken to the Royal Sussex County Hospital in Brighton.

Man charged with Broadfield Barton Crawley assault
A man has been charged with committing grievous bodily harm after a 56-year-old man was found with a serious head injury in Crawley.
Paramedics and police were called to the scene in Broadfield Barton at 1.27pm on Wednesday 11 November, where the victim man was reported to be laying unconscious with a head wound. Police are investigating a street robbery in Crawley.
At about 5.45pm on Wednesday 11 November a 36-year old homeless man was attacked and robbed by three suspects as he was walking by the underpass of Crawley Avenue, Crawley, at the junction with Ifield Avenue.
He had started speaking to a man in front of him when he was grabbed from behind by two others. They forced the victim to his knees and tried to grab his rucksack, punching him while he was on the ground. They then made off with his mobile phone.
One of the suspects is described as black, aged about 18, slim, with bad teeth wearing a blue hooded top and dark blue tracksuit bottoms.

Witnesses are being sought to a car crash near Hailsham which led to a 20-year-old man sustaining serious head injuries.
It occurred at around 11.30pm when a silver BMW car travelling on the B2104 Ersham Road between Stone Cross and Hailsham left the road and struck a tree. The driver, from near Chiddingly, was trapped in the vehicle until he could be freed by East Sussex Fire and Rescue Service personnel. He was then taken by ambulance to the Royal Sussex County Hospital, Brighton, where he has been detained for treatment.
The road was closed to traffic for more than three hours while emergency services were at the scene, a half mile north of the World of Water.

County Council employee sent to prison for defrauding West Sussex Council
A woman has received a prison sentence of 30 months after she admitted defrauding West Sussex County Council of more than £91,000.
Pepe Chisenga, 54, of Little Corner, Waterlooville, Hampshire, pleaded guilty on 7 September to a charge of fraud by abuse of position.
She appeared at Chichester Crown Court today for sentencing.
15 months of the sentence will be spent in prison, and the other 15 months will be on prison release licence supervision in the community.
The court heard that Chisenga was a senior contracts officer in the drug and alcohol action team at West Sussex County Council in October 2012 and held a significant position of trust. But she went on to engineer service level agreements with various fake social enterprise companies which she was director of, to defraud the council out of £91,800 of public funds.
When the fraud was discovered by a council audit, Chisenga was suspended from her post on 4 July on 2013 and was arrested by police on 12 August.
The case against her associate, Chloe Donovan, 41, of Baldock Way, Borehamwood, Hertfordshire who had also been charged with fraud by abuse of position and conspiracy to transfer or remove criminal property was dismissed by the judge and she was found not guilty.

Update on incident at Gatwick
Passengers and staff are being allowed to return to Gatwicks North Terminal after a security alert closed the building.
Police were called at around 9.30am following suspicious actions by a man who discarded an item in a bin at the airport. Explosive Ordnance Disposal specialists were called to the airport to investigate the item and carried out a small controlled explosion.
Personal items and what appears to be a firearm were recovered and have been removed for forensic examination. However, the viability of the weapon has yet to be established. A 41-year-old man from Vendome in France was arrested at the scene at the time of the report on suspicion of firearms offences. He was landside at the airport and had not checked in or passed through any passport or security checks.
Detective Superintendent Nick May said: "The man is being interviewed as we try to determine the circumstances of the incident, but at this time it is too early to say what his intentions, if any, were. However, given the events in Paris on Friday evening, there is heightened awareness around any such incident and it is best that we treat the matter in all seriousness. We are aware that there is concern about what has happened in France, but the general threat level remains the same and people should be aware as usual of anyone acting suspiciously and report any concerns immediately."

Police investigating thefts from vehicles in Chichester make two arrests
Recent weeks have seen an increase in thefts from parked and unattended vehicles in Chichester.
Incidents have been reported in Oving Road, Kensington Road, Blackberry Lane and St James Road.
Stolen items have included cash, clothing to electrical equipment. Some of the vehicles targeted were left unlocked with valuables visible inside.
Since the thefts, several items believed to be among those taken have been recovered following a search of a property in Chichester.
Today a man and a woman were arrested on suspicion of theft from motor vehicles and handling stolen goods.
Both have bailed until December 14 while enquiries continue.

Man, 82, arrested in connection with investment scam
An 82-year-old man has been arrested in connection with a scam which targets elderly people.
On Thursday 19 November Sussex Police detectives and uniformed officers executed an arrest warrant at an address in Crowborough. The warrant was conducted following intelligence from several elderly complainants, all of whom appear to have been defrauded out of large sums of money in a "get rich quick" investment scam.
The man was arrested at the location and is currently on bail until 11 February, 2016, with conditions not to contact anybody involved in the investment scam, while the investigation continues.

Police are appealing for witnesses following a theft in Hammerwood Road, Ashurst Wood on Thursday, 19 November.
The suspect walked into the elderly victims house via the front door at around 12.50pm claiming he was owed £10 for work outside, however no work had been carried out. He was told to fetch her handbag from another room and he then left the property with around £200 in cash.
He is described as white, in his fifties, around 6' and was wearing blue overalls.
Following house to house enquiries, police were told that a man had called at a neighbouring house the previous day. The suspect told the resident that her hedge needed cutting and that he had done work for her in the past, which he had not. The woman closed the door on him and did not see which direction he left in.
He is described as white, between 20-30-years-old with light brown curly hair.

The driver of a blue Fiat 500, a 43-year-old woman from Lindfield, was airlifted to the Royal Sussex County Hospital in Brighton where she remained on Monday being treated for serious head and neck injuries. Police are concerned for the welfare of Sompting woman Jill Barnes who has gone missing.
The 72-year-old was last seen at 10pm on Monday 23 November, at her home in Western Road.
Police said: " We are extremely concerned for the welfare of Jill. Officers assisted by the police helicopter, search and rescue volunteers and West Sussex Fire and Rescue have been searching outbuildings, sheds, the area around nearby Brooklands Park where she regularly walks her dog, the beach and knocking on doors asking if anyone has seen her. This is out of character for Jill as she tends to have the same routine and she hasn't gone missing before. Officers are checking the area and ask that if anyone has seen her or knows of her whereabouts to contact them."

Body found believed to be missing Sompting woman Jill Barnes
A body found in the rock groynes at Beach Green, Lancing, at 10am on Saturday 28 November, has now been recovered by emergency services.
Although the body has not been formally identified, it believed to be that of missing Sompting woman Jill Barnes.
Jill was last seen at her home in Western Road, Sompting, on Monday night 23 November. An extensive search of the area was carried out by police, the police helicopter, coastguard, the fire brigade and search volunteers.
Due to the high tide and its position, emergency services were unable to remove Jill's body when it was found this morning but they worked in difficult weather conditions at low tide this afternoon to recover her. Police are not treating her death as suspicious and the coroner's officer is dealing with it.

A 24-year old Barcombe man driving a silver Mazda 2 saloon south on the A26 had collided with a northbound white Audi A4, driven by a 46-year old Haywards Heath woman. The man was taken by air ambulance to the Royal Sussex County Hospital in Brighton with serious head injuries. The woman and her two passengers, a woman aged 56 and a man aged 22, were treated at the same hospital for minor injuries.

Oberon Harwood-King of Barcombe Mills Road, Barcombe, near Lewes, had been driving a silver Mazda 2 south on the A26, when it was in collision with a white Audi A4. He was flown by air ambulance to the Royal Sussex County Hospital in Brighton where he died on Friday 27 November. He has not been formally identified at this time.

Two people have been seriously injured in a crash on the A272 at Shipley.
At 4.50pm emergency services were called to the A272 at Shipley, at the junction with Shipley Road.
A Peugeot van, driven by a 78-year old man, with a 77-year old woman passenger, both from Billingshurst, had collided with a road sweeper truck
The woman was taken by air ambulance to St Georges Hospital in South London, and the man was taken by land ambulance to the Royal Sussex County Hospital. Both are in a serious condition. The truck driver was unhurt.

Passenger involved in Shipley crash has died
A 77-year-old woman from Billingshurst, seriously injured while a front seat passenger in a Peugeot car involved in a collision with a DAF sweeper truck near Shipley on Wednesday, 25 November, sadly died in St George's Hospital, Tooting, London on Thursday, 17, December. The coroner for West Sussex has been informed.
The collision occurred shortly before 5pm at the junction of Shipley Road and the A272 between Cowfold and Coolham. The driver of the car, a 78-year-old man from Billingshurst, was also injured and remains in a serious but stable condition in hospital.

Incident: Burglar punched in face
Police are seeking a man who may have sustained facial injuries as a result of an altercation during a burglary.
A woman returned to her home in Den Avenue, Bognor Regis, at about 9.35am to find the curtains were drawn.
On entering the property, she spotted a man on the stairs and following an exchange of words, she punched him in the face. A tussle ensued in the hallway before the man made off from the scene towards Hotham Park, having stolen a red Nike rucksack, a Sat Nav, two iPad minis, an Xbox limited edition consol with controller, Turtle Beach ear force headset and £40 cash.
He is described as white with dark hair, stubble and aged about 30-40. He was wearing a dark bomber style jacket, jeans and white trainers.
Earlier that day, at about 9am, a man matching the same description attempted to gain entry to the rear of another house in the same road.
He was spotted in the garden with a jacket in one hand and a hammer in the other, and he ran back towards Den Avenue after being disturbed by the female occupant.

Man charged following Bognor burglary
8 December 2015
A man has been arrested and charged following a burglary in Bognor Regis.
Ian Dunstane, 48, unemployed, of Old Market Lane in Littlehampton, has been charged with burglary with threat of violence and trespassing with intent to steal.
The two offences are alleged to have occurred at two separate addresses in Den Avenue, Bognor Regis, on 26 November.
He appeared at Crawley Magistrates Court on 8 December 2015 where he was remanded in custody ahead of a preliminary hearing at Chichester Crown Court on 5 January.

Punched Bognor burglar jailed for five years
A man who was punched in the face by a homeowner as he burgled her home in Bognor Regis has been jailed.
Ian Dunstane, 48, unemployed, of Whitfield Close in the town, pleaded guilty to burglary with threat of violence and attempted burglary with intent to steal at Chichester Crown Court today. He was sentenced to five years imprisonment and was ordered to pay a £120 victim surcharge.

Diamond ring stolen from jewellers in South Street, Chichester
Chichester Police has released a CCTV image of a man they would like to speak to in connection with the theft of a diamond solitaire ring worth around £29,500.
Officers were called at around 2.45pm after a man walked into Timothy Roe Fine Jewellery in South Street, Chichester. He asked to examine the ring before running out without paying for it. He was seen running towards Cooper Street.
The suspect is described as white, about 6', of medium build and aged between 45 and 55. He was wearing glasses, a tartan trilby, black coat and striped scarf.
Police believe this incident could be linked to another theft from a jewellery store in Petersfield, Hampshire earlier that afternoon.

Body remains identified as missing man
Police have confirmed that the remains of a body found close to the mouth of the River Cuckmere at Exceat on 15 November have been identified as that of missing man Martin Pepperell. A limb recovered from the beach at Cuckmere Haven, east of Seaford, on 9 November, has also been identified as having belonged to him.
The 50-year-old was reported missing from his home in Pelham Square, Brighton at 4.30pm on Thursday 8 October.
Following enquiries, a search was carried out in the Seaford Head area at the time of disappearance with officers being supported by coastguards and a police helicopter. Nothing was found.
His death is not being treated as suspicious and is being dealt with by the coroner's officer.
The remains found have been identified through dental records.

Wanted man jailed for 26 weeks
A Crawley man sought by police after he failed to appear at court on 30 September has been jailed.
Ryan Higson, 27, of no fixed address, had been due to answer a charge of theft from a shop and breach of a community order.
Following efforts to trace him, Ryan David Higson, 27, handed himself in to officers on 25 November.
Today he appeared before Crawley magistrates.
He was charged with three counts of shoplifting, to which he pleaded guilty, and asked for 10 similar offences to be taken into consideration.
He also admitted failing to surrender to bail.
The court sentenced Higson to a total of 26 weeks imprisonment and ordered him to pay victim and court costs.

Police are appealing for witnesses after a 28-year-old man of no fixed address was assaulted and robbed in Bognor Regis.
The victim was walking through the subway in Gordon Avenue at around 7.45pm when he was approached by two other men. They asked him for a cigarette before pulling him to the ground and kicking him. They took £85 cash from his pocket before running off towards Longford Road.
One of the suspects is described as white, 6' tall with short blonde hair and was wearing a blue hooded top. The other is white, between 5' 8" and 5'9" and was wearing a red baseball cap. They were heard talking to each other in a foreign language and both spoke to the victim with European accents.

Pedestrian involved in fatal Uckfield collision
A pedestrian who sadly died in a collision with a vehicle on Coopers Green Road, Uckfield, shortly before 1am has been named as Michael Robert Shepherd, 35, of High Street, Buxted.
A 26-year-old man has been arrested on suspicion of causing death by dangerous driving and other offences, and has been released on bail until 28 February 2016 while enquiries continue.
Officers are keen to talk to anyone who may have seen what happened or who may have information regarding any vehicle seen near to the location shortly before the collision.

A body has been found trapped in the rock groynes at Beach Green, Lancing.
Due to the high tide and its position, emergency services have been unable to remove it.
Currently police, coastguard and West Sussex Fire and Rescue have secured the body and will attempt to recover it at low tide this afternoon.
The body has not been identified. However police are not treating it as suspicious. The coroner's officer has been notified.

Body found believed to be missing Sompting woman Jill Barnes
A body found in the rock groynes at Beach Green, Lancing at 10am has now been recovered by emergency services.
Although the body has not been formally identified, it believed to be that of missing Sompting woman Jill Barnes.
Jill was last seen at her home in Western Road, Sompting, on Monday night 23 November. An extensive search of the area was carried out by police, the police helicopter, coastguard, the fire brigade and search volunteers.
Due to the high tide and its position, emergency services were unable to remove Jill's body when it was found this morning but they worked in difficult weather conditions at low tide this afternoon to recover her. Police are not treating her death as suspicious and the coroner's officer is dealing with it.

Bognor man charged with theft
A Bognor man has been remanded after being charged with theft and fraud offences in the town.
Scott Keet, 34, of Longfield Road, Bognor Regis has been charged with theft of a credit card and then fraud, by using it without the owners permission.
It is alleged he stole the card from a van in Stratten Court in Bognor Regis on 21 November.
He appeared at Brighton Magistrate's Court today. He has been remanded to next appear at Hastings Magistrate's Court on 7 December.

West Sussex Fire & Rescue Service is urging owners of wood burners to take extra care after attending two house fires involving the appliances in as many weeks.
Two fire crews from Horsham were called to a semi-detached property on Kennel Lane in West Grinstead at 3.54pm after logs that had been stored too close to the wood burner caught alight.
One man suffered smoke inhalation and was given oxygen at the scene by firefighters. Thankfully, the fire was contained to the kitchen and crews were able to extinguish it quickly using breathing apparatus and a hose reel. This incident follows a fire involving a wood burner earlier this month that took three crews to extinguish and left a bungalow in Copthorne severely damaged.
Wood burners in homes have become increasingly popular with residents, consequently we have seen a rise in the number of fires involving these appliances. The Fire Service advise people not to stack logs or place any other combustible materials directly next to wood burners and make sure that your fire is extinguished before you go out or go to bed. They would also like to remind people of the importance of having a working smoke detector on each level of their home and testing them regularly.
