SUSSEX POLICE report - Ref: PR46373 / 2014
Location: Bridgewater Close, Billingshurst
Incident: Billingshurst Woman dies of suspected heroin overdose
At half-past midnight, in response to a call from ambulance personnel, police attended a flat in Bridgewater Close, Billingshurst.
There they found a 33-year-old woman being treated by paramedics for a suspected heroin overdose. Sadly she did not respond and was pronounced dead at 1.30am. A 21-year-old man who was present in the flat, and who had also used heroin, was arrested on suspicion of being concerned in the supply of a Class A drug. He was treated at the East Surrey Hospital, Redhill, before being taken into custody pending interview. A post mortem examination of the body will be held. The coroner has been informed,
Detective Inspector Dave Wardley Wilkins, of the Sussex Police priority crime team, said- "This is one of three deaths in West Sussex in as many days, all of which are believed to have involved drugs. There is no reason to link them at this stage, but it is clearly something we are mindful of as we await the results of post mortem examinations and forensic tests in each case."

Eastbourne pier fire now being treated as suspicious
Police investigating the fire that ripped through Eastbourne's historic pier on Wednesday afternoon, 30 July, have confirmed that they are now treating the incident as suspicious.
Detective Inspector Mark O'Brien said- "As a result of our investigation we have received information to suggest that the fire may have been started by someone, either deliberately or accidently, and our investigation is now focusing on that line of enquiry. A temporary scaffold platform has been erected adjacent to where the fire is thought to have broken out in order to enable scenes of crime officers and fire investigators safe access to the area. In the meantime, we are very keen to hear from anyone who has photographs or video taken at the entrance or actually on the pier in the hours before the fire started. If you have such material or indeed any other information about the incident, please email us at pier.fire@sussex.pnn.police.uk quoting Operation Barsham.

Four arrested in Council fraud investigation
Detectives investigating allegations of fraud at Brighton and Hove City Council Housing Department have today arrested four men on suspicion of misconduct in public office and corruption.
The investigation, launched by the Sussex Police Economic Crime Unit in November 2013 following an initial investigation by the Council's own internal audit team, is looking into allegations of the improper awarding of Council contracts worth more than £18 million over the past 10 years to a property management company providing the homeless with temporary accommodation.
After being interviewed in Brighton the four were released on police bail until October while the investigation continues.
An address in Holland Road, Hove, and a business address in Queens Road, Brighton, were also searched but no arrests were made at either place. None of the men arrested are employees of Brighton & Hove City Council. At each address computers and related equipment, and documents, were seized for examination.
Detective Sergeant Sally Smith said; "The investigation continues. We have already spoken to a number of witnesses, many of whom either work for or have worked for the Council, and we would still like to speak to anyone else who believes they have information that might assist the enquiry. FIRE SERVICE REPORT
Firefighters are reminding people of the dangers of late night cooking and drinking after a man had to be rescued from a fire in his Bognor flat in the early hours of this morning.
West Sussex Fire & Rescue Service was called to the two-storey block of flats on Manor Way in Elmer at 12.53am this morning after the occupier of the ground floor flat, a man in his 50s who had been drinking, fell asleep leaving a pan burning on the hob. Fortunately, the flat was fitted with an working smoke detector, which alerted the occupier of a neighbouring flat to the developing fire. The quick-acting neighbour forced entry to the ground floor flat and rescued the sleeping occupier before raising the alarm. Both men were later taken to hospital suffering from smoke inhalation.
A crew from Bognor Fire Station was on the scene within minutes of the alarm being raised and saw smoke and flames pouring from the flat's windows and door, which had blown out from the intensity of the fire. Three additional fire crews were immediately requested while the initial firefighting operations got underway. Firefighters wearing breathing apparatus carried out a search of the whole block of flats but thankfully all the occupiers had already safely evacuated. The blaze was then quickly brought under control and extinguished using jets and hoses. The flat sustained considerable fire, smoke and heat damage. Two neighbouring flats were also damaged by fire and smoke.
Incident Commander and Green Watch Manager from Bognor Fire Station, Jon Etherington, said afterwards: "This man had a very lucky escape. Had it not been for the neighbour's brave actions, this may very well have ended in tragedy. While we would remind people not to put themselves in harm's way by entering a property they believe is on fire, we would urge people to act if they hear a smoke alarm going off for any length of time in a neighbouring property. Don't ignore it, call 999, you may just save a life. This is not an isolated incident. Cooking is by far the most common cause of house fire we attend. We would ask people to think twice about getting the pan out if they are very tired or have been drinking; it really is a recipe for disaster. Don't take the risk of putting the hob or grill on; just make something that doesn't need to be cooked instead.
We're very thankful that the man's home was fitted with a working smoke alarm, although he wasn't roused by it, his neighbour was and that made a life-saving difference. If you have an older or vulnerable relative or neighbour who hasn't got a working smoke alarm, then please encourage them to get in touch with us for a free Home Fire Safety Check."

Long vehicle moving across Sussex could cause delays
Motorists are being warned to expect delays on Saturday, 9 August, in parts of Sussex because of a long vehicle making its way across the county. Officers from the roads policing unit and the Highways Agency will be accompanying the vehicle from the A23 south to the A27 and then east onto the A22 and A259 to its destination just off King Offa Way in Bexhill.
Minor roads connecting to the A27 and the A259 between these points will be temporarily closed as the vehicle passes them.
The vehicle will begin its journey on the A23 at 5.30am and will take several hours to get to Bexhill.
Previous experience suggests the journey will be completed well before midday and that the impact on traffic in the area will be minimal. Saturday morning has been chosen because at that time the roads will be at their quietest and the minimum disruption should be caused although drivers should prepare for their journeys to take longer than usual at that time.

Appeal for taxi driver who took attack suspect from Brighton to Worthing
Police are trying to trace a taxi driver who they believe picked up a man involved in a fight that left a 22-year-old critically injured.
The victim suffered a serious injury to his neck during a fight between a group of people in Castle Square, Brighton, in the early hours of Sunday, 10 August, morning. The violence involved people who had been involved in a number of arguments in the area on Sunday morning before the victim suffered his injury opposite a taxi rank.
The suspect is a black man aged 22 to 26 who was wearing a dark hooded top and jeans at the time. He got into a Brighton and Hove green and white taxi after the attack.
Detective Sergeant Julie Greenwood said: "From our inquiries we believe the man travelled to Durrington or Lower Salvington in Worthing between 5am and 6am. We need to speak to the taxi driver who took him there. He may have vital information that could help us track the suspect down. If you were working in the early hours of Sunday and took a fare to Worthing, please contact us."
Officers are also keen to speak to anyone who was in Castle Square when the attack happened and who saw the incident or what happened in the minutes before or after it.
Anyone with information should call 101 quoting Operation Bunker or email sussex.pnn.police.uk

Date Added 15 August 2014
Incident: Smartly dressed men could have footage of Brighton attacker
Police want to trace two smartly dressed people who filmed a busker with a man suspected of carrying out a violent attack in Brighton.
A 22-year-old man was left fighting for his life after he was assaulted in Castle Square shortly before 5am on Sunday, 10 August.
The suspect is a black man aged 22 to 26 who was wearing a dark hooded top and jeans at the time. He ran off through Pavilion Gardens. Shortly afterwards he got into a Brighton and Hove green and white taxi and was taken to Worthing.
Officers have now learned that at some stage between 4am and 5am that morning the suspect was sat watching and listening to a man busking with a guitar in East Street. The busker was performing songs requested by passers-by and was visited by two smartly dressed men who watched him play and recorded it on their mobile phones, as the suspect sat alongside the guitarist. Police are very keen to speak to those two men and to watch the footage they recorded.
One was of mixed race, 25 to 30 and muscular. He was wearing a polo shirt. The second was white and 25 to 35. He was wearing a blue polo shirt, possibly by Ralph Lauren.
Detective Constable Ed Downes said: "Thanks to the public appeal through the media, we have traced both the man with the guitar and the taxi driver who we were looking for. The two people watching the busker could also be key witnesses and we are keen to speak to them as soon as possible. If you know who they are or where they could, please contact us."

Man jailed for Littlehampton assault
A man has been jailed for more than five years after beating up a man in Littlehampton.
Tony Cocks, 35, an engineer, of Windward Close, Littlehampton appeared at Chichester Crown Court today after pleading guilty to GBH with intent and was sentenced to 5 years 4 months.
On April 4 shortly before midnight, Cocks came out of his home to find a man urinating in his garden, and chased him down the road and into Armada Way where he had hit him a number of times. He left the scene leaving his victim covered in blood. Cocks beat the 55-year old man so badly he was taken to Hurstwood Park with a bleed on his brain.
Detective Constable Jamie Carruthers said: "Cocks found the victim urinating in his garden however this does not excuse the actions which he took next. He chased and viciously punched and kicked the victim in an attack which lasted around seven minutes. The victim was in hospital for three weeks and had to undergo an operation. Thankfully he has now made a full recovery. Cocks pleaded guilty to the offence at the earliest opportunity but has been sentenced to five years and four months in prison for the attack."

Incident: Four sought after Post Office robbery
Four men who robbed a sub Post Office in Lower Horsebridge today are being hunted by police.
The men, who were all masked, struck a few minutes before 3pm, forcing a member of staff to open the safe and stealing several thousand pounds and euros.
They ran from the shop into a waiting red Alfa Romeo Brera that drove off towards Hailsham. The car is believed to have been stolen during a burglary of a house in Cowbeech Road, Rushlake Green a short time earlier. The car had been seen at the property as recently as 1.30pm.
Detective Inspector Mark O'Brien said: "The car hasn't yet been found and we are very interested to hear from anyone who may have seen it at any time from after 1.30pm in Rushlake Green or seen in the locality of the Post Office in Horsebridge. It was seen to head off towards Hailsham, but in reality may have ended up going in any direction, it may have been driven fast or erratically and you may have noticed that. RNLI Selsey Lifeboat SELSEY LIFEBOAT
Time: 9.50pm
Incident: Selsey Lifeboats launched to missing surfer
The volunteer RNLI crew at Selsey were paged at 9.50pm. Solent Coastguard had received several reports from the Felpham and Pagham areas. The reports were of a kite surfer seen a good distance off shore then disappearing from view.
With darkness falling Solent Coastguards sent Littlehampton Coastguard team to Felpham and Pagham to speak to the first informants and also tasked the Helicopter Rescue 104 to carry out a search of the area. At 9.50pm. Selsey Lifeboat was tasked to join the search with both the all weather Tyne class Lifeboat and the inshore Lifeboat.
The inshore Lifeboat was instructed to search close inshore from Pagham Harbour to Felpham, checking the shoreline in case the surfer had come ashore. On reaching Felpham the inshore Lifeboat fired a parachute flare to illuminate the surrounding area. On completion of this leg they were instructed to return to Pagham Harbour checking out Bognor rocks on route. When this was completed at a position ½ mile south of Pagham, they were stood down to return to station.
The all weather Lifeboat was instructed to search ½ a mile off shore from Pagham Harbour to Bognor Pier, stepping in by 200 metres for the return leg and then another 200 metres before going back towards the Pier. After completing the three legs of that search the Lifeboat was instructed to proceed to a position 1½ miles south of Pagham Harbour search parallel to the shore up to Felpham stopping every 200 metres, shutting down the engines and calling out for a response. When that leg was completed the Lifeboat stepped out a further ½ mile and headed to a position south of Pagham Harbour. At 12.17 a.m. on 17th August the search was terminated by Solent Coastguard with nothing found.- full report

Over 850 items found in pond
Police are hoping to reunite burglary victims with their possessions after finding hundreds hidden in a pond in Worthing.
Officers from Sussex Police's specialist search unit have recovered more than 850 items that are believed to have been stolen in burglaries in the county.
Among the items recovered have been necklaces, brooches, rings and trinkets. There are also handguns, a machete and knives in the haul that are being examined to see if they are linked to any other crimes.
The search was carried out after a dog jumped into the pond in Whitebeam Wood, Durrington, and emerged with a jacket and some cufflinks on 23 July.
The recovered items have been cleaned and examined but officers have been unable to identify who many of them belong to. If they have been stolen, they can be returned to their owners and officers may be given more evidence that could help catch and prosecute those responsible for taking them. Pictures of the items can be found on the property section of the Sussex Police website by clicking here.
Detective Constable Emma Fields said: "Many of these items are not particularly expensive but could hold great personal value to the owners. We have already identified some of the items as having been stolen in burglaries in Sussex but we want to find out who owns the rest of them."
Anyone with information about the find should call 101 quoting serial 1345 of 23/07

Five arrested after items found in Worthing pond linked to burglaries
Five people have been arrested by police over a haul of stolen items found dumped in a Worthing pond.
More than 850 items have been recovered by Sussex Police specialist search unit from a pond in Whitebeam Wood, Durrington, after the haul was discovered by a woman walking her dog on 23 July.
If they have been stolen, they can be returned to their owners and officers may get more evidence that could help catch and prosecute those responsible for taking them.
Thanks to work by detectives and calls from members of the public, officers have been able to link items from the pond to six burglaries committed in West Sussex over the last 14 months and return the possessions to their owners.
Four men aged 26, 24, 20 and 18 and a 17-year-old boy have been arrested and questioned over the burglaries and released on bail until 2 October.
Detective Constable Emma Fields said: "We believe most of the items in the pond were stolen in the last 18 months or so before being dumped there, possibly because the burglars could not sell them. Most of the victims who we have been able to return items to have been retired and the jewellery such as watches, necklaces and rings that we have been able to give them back had great sentimental value. In some cases they were 21st birthday presents, items they were given by their parents or family heirlooms. We are still very keen to reunite the remaining property with its owners so I would urge anyone who has been burgled over the last 18 months or so to visit the website to see if they can spot their items."
