ISSUED ON BEHALF OF SOUTH EAST REGIONAL ORGANISED CRIME UNIT
Man jailed for fraud
Danny Shea, Bordon
A Bordon man has been sent to prison after admitting 10 offences of fraud and fraudulent trading
Danny Shea, 48, a builder, of Royal Drive, Bordon, Hampshire, appeared at Winchester Crown Court today. He was jailed for five and a half years.
Shea initially pleaded not guilty to all the charges, which were authorised by the Wessex Complex Casework Unit of the Crown Prosecution Service, but he changed his pleas at hearings earlier this year. The prosecution had resulted from a investigation in which SEROCU officers and financial investigators followed up allegations that house owners in North East Hampshire and Surrey had paid for renovations and rebuilding that has not been completed.
The photographs show a home in Grayshott before and after Shea became involved in renovating it.
The nine fraud charges related to offences at addresses in Thursley, Chiddingfold, Tadworth and Chertsey in Surrey and Farnborough, Bordon and Grayshott in Hampshire, between 2007 and 2010. More than £2.1 million was obtained in this way, and the money laundering offence related to that same total amount.
He also pleaded guilty to a 10th offence of fraudulent trading, relating to theft of plant and construction machinery and motor vehicles, which had been unlawfully sold. In relation to those offences some property has been recovered by SEROCU and by companies from which it had been hired or bought in Hampshire, Sussex and Kent. Enquiries are continuing to trace further equipment valued in excess of £121,000.
Detective Sergeant Ian Ball said: "For 3 years Shea systematically defrauded customers who engaged him to carry out building work. He claimed to be going to carry out work to a proper standard and finish the respective jobs. In fact he had no intention of doing either. After an original down payment he would obtain further money again with no intention of doing the work. Further requests for payment would be made but work would slow and stop. There would be re-negotiation but by then the victims were sucked in and just wanted to have the work finished so would agree to the new demands and even pay suppliers direct for materials. Shea would meanwhile make token efforts at work just to keep them on the hook. Then he would disappear leaving unfinished and sub-standard work. The cost of remedial work sometimes ran into hundreds of thousands of pounds. However, working with partners in many agencies, and with the CPS, we were able to support the victims and get the evidence that finally enabled us to bring Shea to justice."

Murder investigation launched into disappearance of Lancing man
issued Friday 13 June 2014
Police have launched a murder investigation into the disappearance of Lancing man Mark Manning.
Detectives from the Surrey and Sussex Major Crime Team are now investigating after Mr Manning, 54, of Brighton Road, was reported missing on 22 April. Mr Manning, who was a former military bomb disposal expert, is well travelled and worked for the Mines Advisory Group [MAG], a charity that removes landmines and other dangers in some of the world's poorest countries. His family last heard from him on 19 April. They say his disappearance is completely out of character and he has never done this before.
Detective Chief Inspector Mike Ashcroft, who is leading the investigation, said: "Although we can't categorically prove that Mark is dead at this time, we are treating this as seriously as we can. His sudden disappearance is completely out of character. He is close to his family but they have not heard from him at all. He hasn't used his mobile phone, or carried out any financial transactions, hasn't turned up for pre-arranged appointments and meetings and there has no been no reported sightings of him. There were no signs that he was depressed or may wish to harm himself. He seems to have vanished.
His family are desperate to know what has become of him and they are being supported by a specially trained police officer. We want to hear from anyone who may have seen Mark or has any information about where he maybe."

RNLI Hayling Island Lifeboat HAYLING LIFEBOAT
Time: 17:25
Incident: Man in danger rescued in Chichester Harbour
54 year old Andy Lawson was rescued on Saturday 10 May from Chichester Harbour having been left in the water when his tender hit an obstruction, went out of control and flipped.
The wind was blowing hard across the top of Langstone Harbour and under the bridge to where the casualties boat was moored, and the owner having spent a couple of days on board doing jobs and getting ready for the sailing season prepared to leave the boat. With the oars for the tender and its outboard engine safely transferred he set off in the tender to go ashore. The outboard hit an obstruction and lost power and in the wind he spiralled downwind onto the ancient Wadeway. His bad luck continued as the tender flipped twice in the wind breaking his finger! He was resolute however and tried to walk to shore, but it was too deep and he lost his shoes so returned to the shingle bank of the causeway. Realising he was surrounded by deeper water and with a rising tide he had no option but to call 999 for help.
The Hayling Island RNLI D-Class Lifeboat was launched in response to the call, was quickly on the scene, and found the man. They took him and his various items into the lifeboat and having wrapped him in a thermal blanket to keep warm took him to Langstone Sailing Club. Once the crew were sure he was OK he joined colleague club members who took charge of looking after him. Then the lifeboat crew went looking for his tender which had travelled some way on the wind. It was found on the Northney Shore, recovered, and taken back to the sailing club and secured! Mr Lawson said I will be forever grateful to Andy Ferguson (Senior Helm) and the D-Class crew, who not only hoiked me from the Wadeway but also saved my tender.' Mr Lawson showed great determination and fortitude in trying to solve his situation and avoid calling for help. We are all glad he did so however.

Both received injuries one to head and arm and the other to his forehead and hand.
Two men were arrested. Gintas Piscelinas, 25, unemployed of Tierney Road, London has been charged with possession of an air weapon with intent to cause fear of violence. Modestas Kubilius, 23, a builder from Walesbeech, Crawley has been charged with two counts of ABH and possession of an air weapon with intent to cause fear of violence..
They appeared at Crawley Magistrates Court on Monday and both been remanded to appear on June 5 at Lewes Crown Court.
UPDATE 21 November 2014
SUSSEX POLICE report - Ref: PR47557 / 2014
Two men jailed for attack on fishermen
Two men have been sent to prison, and face deportation, for attacking night fishermen in Crawley.
Modestas Kubilius, 24, a builder from Walesbeech, Crawley and his friend Gintas Piscelinas, 26, unemployed of Tierney Road, London were both charged with possession of an air weapon with intent to cause fear of violence and ABH. Kubilius was jailed for four years for the air rifle offence and eight and five months for each of the ABH offences to run concurrently. Piscelinas was jailed for 34 months for the rifle offences with five months for the ABH offence.
Both the men, originally from Lithuania, pleaded guilty to the offences and were sentenced at Lewes Crown Court on 21 November.
In the early hours of Sunday, May 11 three men were night fishing at Tilgate lake when, at around 1.40am, they were approached by Piscelinas and Kubilius at the lake. The victims had a fire as they fished and the two men confronted them about it.

Gintas Piscelinas and Modestas Kubilius
As the men began to have a verbal disagreement, one of the men who had been fishing went to ring the police.
Piscelinas and Kubilius then began to go through the victims tent and found the air pistol, which the fishermen had with them. Kubilius pointed the gun at point blank range at one of the victim's before firing, it was only because the victim put his hand up to protect himself that it didn't shoot him in the eye. Piscelinas also took the weapon and fired at the other victim.
Detective constable Simon Goulding said- "This was a very violent, unprovoked and unnecessary attack on the victim, who suffered a terrible ordeal in the middle of the night. The men were very lucky their injuries were not more serious. However their lives have been completely changed by the impact this attack has had on them. They have suffered terribly from anxiety following on from what happened. I hope the sentences and the assurance the men will be deported following their time in prison will allow the men to be able to continue with their lives"

Fraudsters scam man in Crowborough
A man has been scammed out of £5,000 in Crowborough in the latest round of scam calls.
The 79-year-old received a call from a man claiming to be a police officer at Paddington Green police station in London.
The person, who claims to be a PC Ian Baker, said the victims card had been cloned and they had arrested someone for it. He then asked the victim to put £5,000 in a taxi which would arrive in Crowborough, which he did.
There were nine other attempted frauds today in Sussex with the caller using a similar method, saying he was a police officer, and that the victim's card had been used to buy luxury goods, and they needed to call their bank or give them their bank details.
Fortunately none of the people called gave any details and immediately contacted Sussex Police.
Anyone receiving such calls should wait at least 10 minutes for their line to clear and if the opportunity arises dial 1471 to obtain the caller's number. Once certain that the line is clear use your phone, mobile or alternative line, and phone Sussex Police on 101 to report your suspicions.

Time: 7.30pm

Incident: Youths set dog on cat in Crawley
Police are appealing for witnesses after a gang of teenagers set a dog on a cat in Crawley.
The three boys began playing with the ginger cat in Arne Close, Bewbush, before picking it up and waving it in front of their dog at about 7.30pm. The dog, which appeared to be a white Staffordshire bull terrier with tanned patches on its body and was off its lead, was repeatedly encouraged to attack the cat, which the boys were holding. The boys ran off when a neighbour saw what they were doing. As they fled they threw the cat over a fence. The cat is being treated by a nearby vet for its injuries.
PC Gillian Sadler said: "This was a very nasty attack on the cat and has left both the animal and its owner traumatised. It is difficult to understand why anyone could behave with such cruelty to a pet. There may be other people who saw the boys messing around with the cat before they set the dog on it or someone who recognises their descriptions.
The first boy was white and 14 or 15. He had light blonde hair that was shaved at both sides and did not have a top on. A second boy was also white and 14 or 15. He had dark brown hair and was wearing a dark coloured tracksuit with his hood up.

Incident: Young man floats off into the night
The Hayling Lifeboat was tasked to go to help a person who had drifted from their moored boat 'Opus' itself on the moorings in Bosham Channel. Arriving at the scene the lifeboat crew found a young man in a small tender with no engine, oars, or lifejacket and not dressed for a trip in the night. Despite a strong ebb tide and little water in the channel, the D-Class lifeboat crew managed to get a line to the man and were able to tow him back to his boat to rejoin his two friends. After making sure they were all OK and with a friendly word of advice about sea safety the lifeboat returned to the station.

REFLECTED SUNLIGHT SPARKS BEDROOM FIRE IN TURNERS HILL
Firefigters in West Sussex are again reminding people to check the positioning of their mirrors following a fire in Turners Hill earlier today. Crews from East Grinstead and Crawley were called to the terraced house on East Street in Turners Hill at 11.25 this morning after a make-up mirror on a bedroom table reflected sunlight onto the curtains which smouldered and then caught light. Thankfully, the property was fitted with a working smoke detector and although the occupier was out at the time a neighbour heard the detector activating and raised the alarm. On arrival fire crews wearing breathing apparatus entered the house and quickly put the fire out using a hose reel and carbon dioxide extinguisher, preventing the fire from spreading to the rest of the property.

SELSEY LIFEBOAT
Time: 18:04
Incident: Both Selsey Lifeboats Launched to Search for Missing Divers
The Selsey RNLI volunteer lifeboat crew were requested to launch both the offshore and inshore Lifeboats after the dive boat 'Final Answer' sent a Pan Pan call reporting two divers missing, having failed to surface at the correct time.
The boats launched at 2.04 p.m. and the Tyne class Lifeboat at 2.06pm. 'Final Answer' was diving on the Outer Mulberry three miles north east of Selsey.
The tide at the time would bring the divers towards Selsey and with good visibility and a smooth sea the crew started to search immediately after launching. After four
minutes afloat a crew member on the 'Voluntary Worker' spotted the two divers straight ahead of the Lifeboat. When the lifeboats arrived alongside the divers they said they were both well and were happy to wait in the water to be recovered by the 'Final Answer'. Helmsman Gary Pearce said the divers told him they surfaced on time but not close to the boat. They waved but were not seen, they were equipped with surface marker buoys and were tethered together. The divers had drifted 1.75 miles from the dive site.

RNLI Shoreham Lifeboat SHOREHAM LIFEBOAT
Time: 10.10am
Incident: Lone woman sailor injured
The all weather lifeboat was launched to a report of a lone woman on board a small sailing boat who had injured her chest. She was unsure of her boat's position but a nearby vessel was able to tell the coastguard that she was roughly 15 miles south west of Shoreham. The sea was too rough for the woman to be transferred to the lifeboat and by this time, two crew from the nearby vessel had gone aboard her boat, dropped the sails and started the engine. Two lifeboat crew were then moved to the boat to assess the woman's condition and it was decided that the lifeboat would escort the boat back to the harbour. But after running for a few minutes she was complaining that the motion of her boat and the rough seas was causing her too much pain. The nearby vessel's rigid inflatable boat was then used to transfer her to the lifeboat and once back into the harbour, she was taken ashore to an awaiting ambulance which took her to hospital. The lifeboat then re-launched to the woman's boat and escorted her back into the harbour before she was put back on her mooring.

Time: 4.15pm
Location: Orchard Street, Chichester
Incident: Taxi driver attacks man in Chichester
Police are appealing for witnesses to a road rage row in which a taxi driver attacked a man and his car.
At about 4.15pm officers were called to Orchard Street in Chichester to a report that a man had been assaulted. A 68-year-old from Horsham was sitting in traffic when the driver of a taxi behind him tried to open the victim's car door and then kicked off his wing mirror. After the offender had returned to his vehicle the 68-year-old got out of his black Mercedes to photograph the damage to his car and to record the registration number of the attacker's car but as he did so the man returned and repeatedly punched him. The victim was treated by paramedics before being taken to hospital with minor head and neck injuries. The offender drove off.
PC Stu Bethan said: "The attacker was driving a maroon Hackney cab and we believe he had a customer in the back of his taxi while he was assaulting his victim. I am very keen to speak to that person as they may have seen the moments building up to the attack as well as the attack itself. I would also like to speak to anyone else who was in the area around Orchard Street and saw or heard the incident happening. If you know anything at all please contact me."
